We have permission from a number of our presenters to allow their presentations made during the conference to be downloaded.

Jat Tehnika and Avisa Eastern Europe are pleased to report on the successful co-hosting of the 2009 Eastern European Maintenance Conference.(EEMC) The conference had a very strong line up, with speakers from Airbus, Boeing, Avisa and Jat Tehnika to name a few. The aim of EEMC continues to be promote the co operation and collaboration of Eastern European Operators MRO’s and Service Companies. The First Eastern European Maintenance conference was held at the Zira hotel Belgrade on 26th and 27th of October and was enthusiastically attended by almost 100 people. The conference was opened by Mr Miodrag Miljkovic State Secretary special guest speaker from Republic of Serbia Ministry of Infrastructure. Keynote presentations were made on MRO developments in Eastern Europe future trends in outsourced Maintenance by Mladen Dubravko Duisin of Jat Tehnika and on the Development of Part M standalone organizations and how this can support and benefit operators to achieve greater efficiencies by Justin Goatcher of Avisa. Many other interesting presentations were made over the two days of the conference including.

Risk Assessment & Risk Management

We are assisting with the organisation of the Eastern European Aviation and Business Users Seminar being held at the Metropolitan Hotel Sofia on Tues 12 October.

FTS and EWIS training
Avisa are forefront in the provision of both EWIS and FTS training because of the involvement of our consultants at a Regulatory level both with EASA and through support organizations working with the FAA. As a result our training is internationally renowned and delivered to the highest standards.

FTS Training - Fuel Tank Safety Training is a 1 day Avisa-ee Regulatory Compliant Training Which satisfies the requirements of EASA Decisions 2007/001/R, 2007/002/R and 2007/003/R.

EWIS Training - As you are aware EWIS is a mandatory training for 145 Organizations and from Sept 2010 this requirement is formally extended to include staff employed by a Part M CAMO organization. Electric Wiring Interconnect System Training is a offered as one day training which covers a detailed understanding of the specific requirements, but note that it is required to develop this training further within your organisation particular to reflect your aircraft types and wiring practices.

Effective: 05/09/2008 Ref AMC 20-21 AMC 20-22 AMC 20-23 Annex III to ED Decision 2008/007/R of 29/08/2008.

The Carriage of Dangerous Goods by Air
The Aims of the course are to equip delegates with the knowledge and practical skills to prepare shipments of dangerous goods correctly for transportation by air. The course is being run in partnership with Andrew Wakely Associates and is fully approved in the UK by the Civil Aviation Authority (CAA) and ends with a 3 hour UK CAA examination (75% pass mark). Successful delegates will receive a certificate of competence which will be valid for two years. The course does not cover radioactive material (ICAO Category 7) which is covered in The Carriage of radioactvie Materials by Air - Two-day Training Course.

Objectives - The objectives of the course are to enable delegates to:

1. Locate key information in the Dangerous Goods Regulations
2. Correctly package and label a shipment
3. Complete the shipper's declaration
4. Check shipments for full compliance with regulation.

The Carriage of Radioactive Materials By Air
The Aims of the course are to equip delegates with the knowledge and practical skills to prepare shipments of radioactive materials correctly for transportation by air. The course is being run in partnership with Andrew Wakely Associates and is fully appproved in the UK by the Civil Aviation Authority (CAA) and ends with a 2 hour UK CAA examination (75% pass mark). Successful delegates will receive a certificate of competence which will be valid for two years. Revalidation can be undertaken up to 3 months before the current certficiate expires. The two-year validation period will commence on the expiry date of the previous certificate.

Check shipments for full compliance with regulation

Risk Assessment & Risk Management Training Course
The aims of the course are to give delegates a full understanding of hazard identification techniques to enable them to participate and facilitate the risk assessment activities required in the implementation of an ICAO compliant SMS. AVISA signs landmark contract with Australian Civil Aviation Safety Authority

AVISA has signed a landmark contract with the Civil Aviation Safety Authority (CASA) of Australia to deliver a package of training materials. The five month project will see AVISA playing an important role in assisting CASA with the implementation of new Parts 42, 66, 145 and 147 in Australia.
CASA has brought in AVISA to develop training materials and deliver training courses to assist CASA’s Assessment Team understand the new regulations and apply them. This project will engage a wide range of CASA’s airworthiness and certification staff engaged in different areas of oversight with a range of expertise. AVISA will be working at CASA’s offices in Canberra and Brisbane.
CASA was established as an independent statutory authority and its primary function is to conduct the safety regulation of civil air operations in Australia and the operation of Australian aircraft overseas. It is also required to provide comprehensive aviation safety education and training programmes.
“AVISA has significant knowledge with the European regulatory system and they are well placed to assist CASA,” explained John McCormick, Director of Aviation Safety of CASA. “AVISA is a leading training provider and we believe they have the expertise and skills to assist CASA through this transition.”
“This is a landmark contract for AVISA,” said Justin Goatcher, Managing Director at AVISA. “It will be the first time we have worked on a project of this nature in Australia and we are looking forward to supporting CASA over the coming months in successfully delivering the training. It will also provide a great opportunity for AVISA to showcase its skills and expertise to the Australian market.”

The ability to be able to clearly and quickly, manage and demonstrate compliance is a fundamental attribute of most Maintenance Repair Organisation Software Solutions. Part M Subpart C includes the following requirements with referenced to Continuing Airworthiness tasks. Effective MRO Software delivers controls in all of these areas.

1/ The rectification in accordance with approved data of any defect and damage affecting safe operation.

2/ The accomplishment of all maintenance, in accordance with the approved aircraft maintenance programme.

3/ The analysis of the effectiveness of the maintenance programme;

4/ The accomplishment of any applicable airworthiness directive, or other mandatory requirement, plus the accomplishment and management of modifications and repairs.

5/ For large aircraft an embodiment policy for non-mandatory modifications and/or inspections.

6/ In the case of commercial air transport the operator should have a system to ensure that all defects affecting the safe operation of the aircraft are rectified within the limits prescribed.

7/ In the case of commercial air transport or large aircraft, a system of assessment to provide a continuous analysis of the effectiveness of the approved continuing airworthiness management organisation's defect control system in use.
8/ The defect control system should provide for:
(a) Ongoing monitoring of incidents and defects
(b) Defects that have occurred in flight and defects found during maintenance and overhaul, (highlighting any that appear significant in their own right).
(c) Repetitive incidents and defects: monitor on a continuous basis defects occurring in flight and defects found during maintenance and overhaul, highlighting any that are repetitive.
9/ Deferred and carried forward defects should be monitored on a continuous basis.
10/ Unscheduled removals and system performance should be analyzed to ensure the efficiency of the maintenance programme efficiency.

Dealing with the MRO Status Quo
(Where are we now and how to move on?)
A survey carried out in 2010 showed that a significant number of Eastern European and Commonwealth of Independent States. (CIS) Airlines and MRO's are currently using in-house developed solutions to manage the aircraft maintenance environment. It is not uncommon to find that complex XL and Access solutions have been developed to handle all the various tasks associated with the management of maintenance requirements. While these in house programs are often a testament to the creativity of individuals within the organisation they can lead to problems, and occasionally even the odd crises as the organisation continues to grow and develop.
Problems experienced include key employees leaving the organisation, and issues with the application not delivering the functionality or speed demanded by the users. One reason given for companies to persevere with the in-house solution long after it is time to move on, is due to the incorrect belief concerning the costs involved to implement a fully integrated system delivering control and functionality across the whole range of maintenance activities.

Is your Continuous Airworthiness Organisation (CAMO) managing with Microsoft?

Whilst there is nothing inherently wrong with Microsoft Office programs they are severely limited when it comes to managing audit trail and when used in an aviation maintenance environment to component status and history. Moreover errors which are noted after some time can have a huge ripple effect on the integrity of the data and result in the need for extensive manual adjustments, which them selves create exposure to maintaining data integrity. If you are managing without a dedicated application because you believe the costs of ownership are prohibitive, you now have an opportunity to consider a Solution which is not only effective, it is an affordable and proven solution.

Why is Maintenance Management Software Expensive?
Maybe it is not expensive, possibly the view should be considered not in abstract but in respect of ROI (return of investment). With SAM integrated software solution ROI can be achieved in under 12 months (depending on circumstances & modules chosen). Challenges and Benefits from moving to a fully integrated MRO Software Solution

Not only does the integration of the various elements of the MRO software bring increased benefits with the improvement in oversight and the ability to demonstrate regulatory compliance, additional savings are delivered because less time has to be invested in general research looking for information or repair histories and follow up driven by data error. A typical MRO Software Solution provides a means of managing airworthiness directive (AD) & service bulletin (SB) status, work packaging or scheduling, task card control and generation, inventory and maintenance records, reliability, inventory and often much more.

Operators and maintenance organizations have an obligation to deliver effective maintenance.
It is generally agreed that by harmonizing information flows across the maintenance management environment, significant benefits can be delivered, for example Optimized spares availability because of increased knowledge, effective process for managing AD's and SB's delivering better regulatory compliance. The task of migrating all the existing data may appear to be daunting, with data residing in different locations both as software data and in paper form, this alone being enough of a reason to delay and defer, however this task is like many, achievable in stages with external support available when needed. An added benefit is the optimization of the maintenance capacity which can support sustained business growth together with a potential decrease in Operational costs and overheads.

Without a modern maintenance repair organisation (MRO) software solution, the task of managing the aircraft maintenance program, components and all required service bulletins and directives, can become both labour intensive and costly. Conversely implementation of an effective MRO software solution may also be the key to considerable savings by generating efficiencies across the entire business, by facilitating a reduction in staffing costs, whilst at the same time delivering an improvement in the effectiveness of process and procedure within the maintenance environment.

SAS to offer access to EASA E-examinations through ZPZ

SAS Signs a landmark agreement with ZPZ - Zagreb Traffic Institute Ltd www.zpz.hr Sofema Aviation Services is pleased to announce a joint venture training initiative with ZPZ to deliver trainings in Croatia and Slovenia.
March will see the delivery of an SMS Implementation Workshop and a 2 Day Quality Auditing course.
In future SAS will be supporting Zagreb Traffic Institute Ltd to prepare students for the EASA E Examinations.

Sofema Aviation Services launches new Part 145 and Part M Trainings

The Part M Training includes Subpart I in Detail and the Part 145 Training includes an extended overview of the management of competencies. All of the above trainings fully reflect the current position of EASA
Our first Part M Subpart G and I will take place on Feb 27th and 28th while Part 145 Training is scheduled for March 29th and April 1st 2012.
During Feb training program an EWIS training is also taking place. It is scheduled for March 2nd 2012.

Introducing the new Train The Trainer Course FTS and EWIS Combined

Sofema Aviation Services is introducing a new course to enable you to deliver FTS and EWIS training within your own workplace. There are significant advantages in making this training organizational specific.
An in company license is available to permit you to use the SAS 1 Day FTS Training program, the SAS 3 EWIS Training program for Group 1 and Group 2 and the 1 Day SAS EWIS Training Program for Group 3 to 8 in your own company for your own training purpose. New Training Courses - Reliability

SAS has introduced the following training courses in 2012
- Introduction to Aircraft Reliability Systems - 1 Day
The purpose of a reliability program is to ensure that the aircraft maintenance program tasks are effective and their periodicity is adequate, in addition the reliability program may result in the escalation or deletion of a maintenance task, as well as the de-escalation or addition of a maintenance task.
This intensive 1 day course will raise awareness regarding the management oversight and methodologies involved in Aircraft Reliability Systems.

- Developing an Effective Reliability Program - 2 Days
This intensive 2 Day course is specifically aimed at organisational personnel who are required to actively control and deliver the aircraft reliability program. The training focuses on the gathering and processing of data. The display of Reliability Data and the way in which this data may be used to benefit the maintenance program. Air Bagan has awarded a Safety Management System Training Contract to Sofema Aviation Services.
The contract covering the entire organisation provides for 8 days of Safety Management training.

Train The Trainer SMS - SMS Training Material available under a licence
Following the success of the Human Factors Train the Trainer course Sofema Aviation Services has introduced a new course SMSTTT. This 2 day intensive training helps prepare your trainer to deliver SMS training within your organisation and gives you the opportunity to access the SAS Training resource of 8 days specific SMS related trainings for a single licence payment, for continued use in your own organization.
